Flood-affected Areas Infrastructure Removals
CLIENT: CITY OF CEDAR RAPIDS
Project Description: Anderson Bogert Engineers and Surveyors provided engineering services related to the identification of initial public infrastructure removals in flood affected areas where certain existing streets, alleys, driveways, sidewalks, and associated public utilities were no longer necessary. The identified infrastructure removals were intended to make use of remaining CDBG grant funding prior to its 2015 deadline and clear the way for the contemplated Greenway Parks and Flood Protection Improvements.
Anderson Bogert coordinated closely with a variety of public services and planning processes which included:
Public Services
- Cedar Rapids Solid Waste Department
- Cedar Rapids Emergency Services (with an emphasis on fire protection)
- Various city utility providers (including sewer and water)
- Various city franchise utilities
Planning Processes
- Greenway Parks Master Planning
- Flood Protection Alignment Studies
Anderson Bogert ultimately identified public infrastructure removal elements in the three (3) following neighborhood areas:
- Time Check
- Riverfront
- Czech Village
These elements included pavement removals (streets, sidewalks, alleys, driveways, and parking lots), modifications to existing infrastructure (installation of vehicular turnarounds, storm sewer intakes, and restoration with topsoil and seeding), select fire hydrant removals, and sanitary sewer removals (sanitary sewers, storm sewers, and related structures).
Once these elements were identified preliminary project costs were developed and tabulated by neighborhood area.

Ultimately, Anderson Bogert concluded that there were enough public infrastructure removals identified to maximize usage of the remaining CDBG grant funding. All information, including the identified infrastructure removal elements, project phasing, and cost opinions, was delivered to the City upon the completion of the project.
The project was bid with alternates that involved construction of various athletic fields in order to improve the utility of some of the generated open space. The bids came in below estimate which further maximized the available removals and provided for the construction of an additional athletic field with the available funding.
